As outlined in the CBHS Settlement Agreement, a CBS Integration Coordinator (working title to be determined) will be hired to fulfill the following duties: 

  1. Coordinate the State’s efforts to comply with the terms of the Agreement;
  2. Have sufficient authority to direct State staff to the extent necessary to implement the terms of the Agreement;
  3. Have experience in program and project management, program implementation, and tracking of program implementation; and
  4. Coordinate the State’s Agreement-related activities and its communications with the United States and the Independent Reviewer (as defined in Section XI of the Agreement). 

In addition to the role and duties outlined in the Agreement, the CBS Integration Coordinator will have the following responsibilities: 

  1. Assist in the development, refinement and oversight of the Implementation Plan;
  2. Convene, facilitate and staff various routine and ad hoc Working Groups and ancillary oversight groups;
  3. Develop and implement an outreach and engagement plan with external partners, including children and families, community behavioral health providers, and other parties responsible for or involved in the Children’s Behavioral Health System of Care, educating on the elements of the Agreement and the Department’s Implementation Plan; and
  4. Assist DHHS leadership in oversight of the Agreement. 

In addition to the experience outlined in the Agreement, the CBS Integration Coordinator will have the following experience and expertise: 

  1. A background in children’s behavioral health / health services, preferably in Maine, including evidence-based practice and emerging best practice;
  2. Understanding of the workings of State Government, including procurement and contracting, rule-making, and reporting;
  3. Comfort with acting as a neutral facilitator and partner, including with Federal, State and community partners; and
  4. Demonstrated oral and written communication skills, including working with a variety of audiences. 

Master’s Level individual with at least eight-years of experience in the field/s of behavioral health, social work, public administration / health, or a similar field preferred.

The CBS Integration Coordinator is a full-time position which will be retained via a long-term staffing contract maintained by the Office of Behavioral Health, Department of Health and Human Services.
