The City of Bangor is excited to announce a new career opportunity as an Evaluation Associate. This position serves as an Evaluation Associate for the Public Health and Community Services Department. This position will strengthen the department’s evaluation capacity including oversight of the department’s public health accreditation process. The focus of the position is on establishing and conducting performance management and quality improvement strategies. The position will support various evaluation activities based on public health programs’ needs and accreditation standards. Detailed responsibilities are outlined below. 

DUTIES: 

  • Assess evaluation and quality improvement needs across programs in the department. 
  • Develop, implement, and monitor evaluation plans and protocols across programs in the department. 
  • Strengthen the capacity of Public Health and Community Services programs to collect, monitor, analyze, and report evaluation findings. 
  • Establish and monitor performance management measurements and activities. 
  • Coordinate public health accreditation application and reporting in accordance with Public Health Accreditation Board requirements and standards.
  • Assist in the production of reports, synthesis of data and findings, and presentations. 
  • Manage and oversee the communication with internal and external stakeholder as it relates to evaluation and accreditation activities. 
  • Attend meetings and trainings as needed to help provide support to evaluation efforts at the department. 

JOB REQUIREMENTS: 

  • Bachelor’s degree with a relevant Master’s degree preferred. Equivalent experience will be considered. 
  • Previous evaluation, epidemiology, performance management, or quality improvement experience of a minimum of two years needed. 
  • Ability to collect, analyze, and synthesize information from multiple sources to write and edit plans, reports, and other documents with attention to detail. 
  • Ability to determine types of data required, collect data on health indicators, statistically analyze data, and draw logical inferences from data analysis. 
  • Demonstrates knowledge, ability and experience to maintain and evaluate public health databases /epidemiological profile of region for use at the local, regional and/or state levels. 
  • Ability to use data analysis software such as excel, SAS, SPSS or other relevant software. 
  • Ability to effectively communicate with co-workers, government officials, consultants, and public health stakeholders. 

RESPONSIBILITY: 

This position performs duties according to accepted practices and department policies and Procedures, but may use independent judgment in making decisions. Work is reviewed for overall soundness in judgment, general technical adequacy, and conformance with practice and policy. Unusual problems or circumstances are discussed with supervisor at the employee’s discretion. Reports directly to the Director of Public Health and Community Services. 

WORK ENVIRONMENT: 

This position will work in a typical office environment at Bangor Public Health and Community Services in Bangor. 

Pay range is $28.29 to $37.98 per hour (based on a 37.5-hour work week). This full-time position comes with a comprehensive benefits package including, among many items, low and high deductible health plan options paid up to 80% by the City; 3 weeks of vacation/annual leave and 3 weeks of sick leave earned during the first year of employment; paid long term disability; and a retirement plan with generous City contribution.
